Role in Zimbabwe's Constitution-making process

Reference is
made to recent articles published in some media regarding UNDP's
support to the Zimbabwe's Constitution-making
process. We wish to clarify UNDP's role in support of
Zimbabwe's development objectives, including the constitution
making process and provide some background on the nature and scope
of the support it provides.
As an agency
of the United Nations, UNDP is mandated to work closely with the
Government of Zimbabwe and national partners to advance the national
development objectives and the achievement of the Millennium Development
Goals (MDGs). UNDP's support programs in Zimbabwe are framed
by the current Zimbabwe United Nations Development Assistance Framework
(ZUNDAF 2012 -2015), jointly developed and signed by the UN
and the Government. UNDP currently supports the Government of Zimbabwe
across a range of areas: from strengthening national capacities
for economic management and planning to fighting the HIV epidemic
from promoting gender equality to support to constitution making;
from climate change to disaster preparedness and mitigation.
Our support
to the constitution making process falls within the overall scope
of the ZUNDAF and is but one component of our overall support. UNDP's
support to the constitution making process is availed upon an invitation
from the Government of Zimbabwe and entails: 1) the provision of
technical and advisory expertise as requested and; 2) management
of a basket fund of donor contributions that complement the allocation
from the Government budget.
As in all processes
supported by UNDP, the constitution making process is a nationally
owned, led and managed process. The Constitution Select Committee
(COPAC), as the national entity mandated to lead the constitution
making process, is fully responsible and in charge of all aspects
of the on-going constitution making process, including planning
and implementing its public information and communications strategy.
The related technical and financial support received by COPAC through
UNDP has been well received.
We therefore
wish to reiterate that the spirit of UNDP's support and our
engagement to mobilizing resources, both technical and financial,
in support of this important national process is borne out of a
request for assistance from the Government of Zimbabwe and our commitment
to support the country's development agenda as articulated
in the ZUNDAF.
